Maybe McCain just means smart people with standard business morals - no report of his promoting himself or other partisans from his side to fill the bill, so that means concession to the other partisans as possibles to fill bill? About time.
Silicon Valley is the wrong place to bring it up. The kind of technology that is used on terrorists is UAV and robotics. That stuff is mainly done in Colorado. Silicon Valley is all about information processing and web 2.0.
