Bumped into Victor at Printer’s Inc. cafe after my workout at the Pally YMCA this morning.Victor was taking a break from his recently re-established roost on California Avenue (also home to Printer’s Inc.) to check email before packing up and heading out to make his rounds (panhandle at Molly Stone’s, gather electoral petition signatures at Whole Foods).

Victor shared a Joe Barrett article from the Wall Street Journal about efforts in Missoula, Montana (which, like Palo Alto, is a ‘laid-back college town’) to enact a sit-and-lie ordinance, like the one in Pally that goes by the local name of the ‘Victor Frost Ordinance.’ Victor says that 14 of his most recent 15 citations under that statute have been dismissed on grounds of selective enforcement. Victor hopes that the 15th will be thrown out on constitutional grounds…
